Carter joined LCD in 2025 as a Staff Attorney for the Housing Initiative. Born and raised in Pennsylvania, he graduated with a B.A. in Political Science and Economics from the University of Richmond and a J.D. from the University of Pennsylvania Carey Law School. While in law school, Carter represented tenants pro bono before Philadelphia’s Fair Housing Commission through the Penn Housing Rights Program. Prior to joining LCD, he worked as a corporate associate at Davis Polk & Wardwell LLP in Manhattan. Carter’s favorite thing about LCD is its collaborative, client-focused approach to legal advocacy.
