The Housing and Habitability Initiative addresses legal issues surrounding the housing quality and stability of low-income people with disabilities.
LCD works to enforce the legal obligations of landlords when neglect, non-compliance, or abuse are in evidence, as well as to prevent evictions. Working in conjunction with LCD’s MLP Initiative, the Housing and Habitability Initiative identifies and addresses housing-related legal issues before they reach a point of crisis.
The Initiative also provides eviction defense in collaboration with the City-funded Philadelphia Eviction Prevention Project (PEPP). PEPP is a collaboration of tenant-advocate groups from across the city including LCD. PEPP provides a wide range of services to people facing eviction, such as financial counseling and court navigators that assist with understanding landlord-tenant court. Through PEPP’s Lawyer of the Day Program, LCD provides free, same-day legal representation to income-eligible tenants on the day of their eviction hearings.
LCD attorneys and paralegals in the Housing and Habitability Initiative support the City’s Right to Counsel legislation, which guarantees the right of residents of certain Philadelphia zip codes to receive free legal aid when faced with eviction proceedings. The current zip codes in which tenants are eligible for Right to Counsel are 19121, 19132, 19134, 19139, and 19144.
