LCD’s reaches its clients through a combination of community-based programs to make our services accessible and reach clients where they are.
LCD staff connect with and serve clients across a number of locations and ways. In addition to being available by phone, many LCD staff are embedded in healthcare sites across Philadelphia, we hold community outreach events where clients live and receive services, and we also connect with clients at Landlord-Tenant Court in Philadelphia. Our programs are how we deliver services to our clients.

Housing & Habitability Initiative
The Housing and Habitability Initiative addresses legal issues surrounding the housing quality and stability of low-income people with disabilities. LCD works to enforce the legal obligations of landlords when neglect, non-compliance, or abuse are in evidence, as well as to prevent evictions.
Community Legal OutreachClinics (CLOCs) Initiative
LCD partners with community centers, specialty housing programs, and service providers to host Community Legal Outreach Clinics (CLOCs) that bring essential legal services to low-income people with disabilities in community settings where they live and/or receive services.

General Telephone & Online Intake
LCD’s telephone and online intake provides individuals with the opportunity to access legal services from their home.
Additional Outreach & Services
We perform outreach to people with disabilities, lawyers, medical professionals, and social services agencies to educate them about legal issues facing people with disabilities and about the availability of our services. Through these programs, we continue to increase awareness of our mission and services in order to assist professionals and consumers alike to better address their disability-related legal needs.
We also engage in advocacy, partnerships, and community work to help effect change at a systemic level on the issues that affect our clients and community.
